Common throughout much of England, Wales, central Scotland and western Ireland. Rather local in Hampshire and on the Isle of Wight, but occasionally numerous in certain areas. Wingspan 6-7.5 mm. The speckled imago has yellow head and white eyecaps, and can only be separated from other similar species by dissection of the genitalia. Adults difficult to distinguish from other related species, and more frequently recorded in the larval stage, when mines are relatively easy to find where they are present. Larva mines leaves of Apple, over-wintering as a pupa.
